A. BACKGROUND
A great nation is a nation which owns a top human resource. A capability for human resource can be measured off by competent degree which is belonged to each individual. On the human educational paradigm, competency is a knowledge, a skill ,and also an attitude results (Maslow,H.,1979). One of the final factor in increasing human resource competency is a nutrition. Actually, many countries are experiencing a food shortage. Logically, this condition is a negation of food endurance. Food endurance defines as a condition of fulfilled house-hold food which is reflected by availability of sufficient food, from the quantity or quality is safe, average, and achieved. Meanwhile, Rome Declaration and World Food Summit Plan of Action reveal that “Food security exists when all people, at all times have access to sufficient, safe and nutritious food to meet their dietary needs for an active and healthy life”. It deeply emphasizes a point of human right in each individual. It seems obviously that each individual, every one, or every where have a right to enjoy the proper food.
Rome Declaration defines to the point more exactly about the importance of individual right to deserve such the good quality of food. The food endurable system is an integrated and not separate part to national endurance system. It directly relates to a fulfillment of need to people life, which is a major component to embody and to lift a nation that strikes root of province, residence, or region level upon the food endurance. It can achieve food endurance if there is a tough pre self-supporting system that strikes from basic. Although this will is intended more to decrease some cases of starvation, nevertheless, it can be actually expanded to become a will of food self-supporting., and the goal is to achieve regional food endurance.
Dealing with such the background, Division of Student Scientific Study which is one of division of Student Executive Organization of Sebelas Maret University sets up a strategic steps to overcome a food crisis by holding An International Scientific Paper Competition which has as a theme of “The Development of Local Potency to Overcome A Food Crisis. This competition is expected to be able to contain some student ideas in return for solving and giving a solution toward the problem of food crisis attacking in several regions.
B. THE REFERENCES TO TOPIC
1. Research and development of potency to several natural resources.
2. Research, application, and development of science and technology to utilize several natural resources in term of rising human life quality.
3. Efficiency of communicative, informative, and technological potency.
C. THE TERMS OF PARTICIPANT IN COMPETITION
1. Undergraduate students of bachelor or diploma program.
2. Each group consists of 2 to 3 person or possible to individual.
3. Group’s members can come from some kinds of disciplines.
4. Participants have never presented their equal paper in another National or International Scientific Paper Competition.

Ø INDOFOOD (a well-famous food company in Indonesian).

E. THE CRITERIAS OF MARKING SYSTEM
1. Originality of idea and writing.
2. both writing and presenting use English Language
3. Format of writing.
4. Method of researching.
5. Technique of presenting (bilingual is better and gets plus point)
F. REWARDS
1. FIRST WINNER: $ 450 + Trophy of Minister of Energy and Human Resource Affair + Certificate + Exciting Parcel.
